Colorado Springs e-bike policy proposal criticized

The Colorado Springs parks board heard opposition at its Oct. 10, 2024 meeting to a proposal that would legalize electric-powered bikes on city-owned open space trails where other bikes are allowed. The proposal, backed by Mayor Yemi Mobolade, would define Class 1 e-bikes as a "nonmotorized use," allowing them in those places. However, opponents see the bikes as infringing on the 1997 voter-approved TOPS ordinance that bans motorized vehicles on TOPS-funded properties. The draft ordinance would deem Class 1 and 2 e-bikes as "nonmotorized use," while Class 3 e-bikes would be deemed "a motorized use."
