There are "a lot of disgruntled people who thought they were getting something done," said one House Republican.

"A lot of the Republicans are pushing for him to become speaker of the House, which might be a demotion for him because he's basically the fourth branch of the government," said one House Democrat.

They're eyeing a Thursday vote.

"She seems to have changed her approach to legislating, and I think she's figured out how to rock the boat without tipping it over," said one House Democrat.

The committee had initially resisted allowing the port to be publicly released.

It would be the first pay raise for members of Congress since 2009.

One senior House Republican had told Axios earlier on Wednesday, "If he tweets against this thing, it's dead."

The bill includes around $100 billion in disaster relief, a one-year extension of the farm bill and provisions restricting U.S. investments in China.
