About 28 million borrowers will be expected to make a payment in October.

“We’re monitoring how borrowers are doing very, very carefully,” said James Kvaal, who’s in charge of the Education Department’s restart of student loan payments.

The department said that in some cases MOHELA sent borrowers a bill only seven days before a payment was due.

The draft regulatory plans outline what are essentially four separate student debt relief programs for different categories of borrowers.

About 2.9 million of the borrowers enrolled in the plan have incomes that are low enough that they are not required to make a monthly payment this year.

Department officials failed to make sure their process for catching ineligible borrowers was working properly before they approved millions of applications.

They’re pressing the administration to exercise its legal authority to the “fullest extent” to maximize debt relief.

The Education Department will not report borrowers as delinquent to credit bureaus through the end of next September.

As it did with that first batch of borrowers, the agency said on Friday it would suspend interest on the accounts of affected borrowers and not require them to make payments until the issues are resolved.

The White House is set to announce Friday that the administration will implement earlier than planned a provision of Biden’s new loan repayment program.

“We’ll leave no stone unturned in the fight to fix a broken student loan system,” Education Secretary Miguel Cardona said while unveiling the plan.

The Government Accountability Office has opened two new investigations into the administration’s handling of the situation.

“I hope this relief gives you a little more breathing room,” the message says.

Administration officials are up against a ticking clock to go through the remaining regulatory hoops to finalize and implement the president’s plan.

The president chose the backdrop of a community college in a state he narrowly won in 2020 to announce details about the scope of his next debt relief plan.

Officials said the administration determined that Venezuela’s government failed to fulfill an agreement that offered a temporary easing of sanctions in exchange for promises of democratic reforms.

Biden said the sanctions, carried out in coordination with the U.K., were a response to “one of the largest missile and drone attacks the world has ever seen against Israel.”
