The change was one several the department agreed to make to a tool that has been criticized by the City Council and Zohran Mamdani, the Democratic mayoral nominee.
Video of the 2023 collision contradicts a report filed by the officers, who were members of the Community Response Team. The Police Department has since moved to rein in the unit.
