GOP budget writers look to cut spending — and wedge favored polices — as they finalize the NH House’s budget plan.

Lawmakers heard testimony Monday on a pair of Republican-backed bills that would prohibit transgender minors from receiving certain gender-affirming care, and also endorsed legislation that would allow government bodies and private businesses to bar transgender people from using a bathroom or locker room that aligns with their gender identity.

Gov. Kelly Ayotte has proposed cutting public college and university funding by 8%, which USNH's Chancellor says will require "difficult decisions."

In her budget address to lawmakers, Ayotte proposed cutting state spending by $150 million or roughly 3%, a reduction she said was undertaken “with a scalpel, not a shovel.”

The measure, requiring local police to heed ICE detainer requests, cleared the House without debate — or much Democratic opposition.

Since July, revenue from the state’s major business taxes, which account for about 40% of state collections, have come in more than $80 million shy of forecast.

Ayotte says her spending plan will rely on the current revenue structure, as GOP leaders in the House eye tax reductions and cutting unfilled state jobs.

Operational details on the commission, which Ayotte created by executive order hours after she was sworn into office, remain scant.
