Police say the victim was tied up at gunpoint in Sioux Falls before she was forced to drive the suspect to rural Worthing, where a standoff ensued.

Herman Otten, of Lennox, has resigned his seat in the South Dakota House of Representatives. He had won six-straight elections, serving in the state House and Senate since 2012.
