A federal program providing provinces with funding for home energy efficiency upgrades for low and median-income households has yet to reach Newfoundland and Labrador. The provincial government and Newfoundland and Labrador Hydro say they're working on it, and the province will not see any less in funding as a result of not being first out of the gate.
